Colombian gangs still run nightmarish 'chop-up' houses

Colombian marines patrol in Buenaventura on March 25, 2014.(Photo: Luis Robayo, AFP/Getty Images)LIMA, Peru — Colombia's peace talks may be advancing, but try telling that to the terrified residents of Buenaventura, the country's largest Pacific port.They continue to live in the constant shadow of rapes, grotesque violence and disappearances carried out by successor groups to the hard-right paramilitary vigilantes who once battled Marxist rebels' fire with fire.In particular, the gangs have become known for their "chop-up" houses, where they use machetes to dismember alive anyone who gets on their wrong side, Human Rights Watch says in a new report.It singles out a trio of rival groups — the Urabeños, Empresa and Autodefensas Gaitanistas — that have turned to organized crime since the "deeply flawed official demobilization" of the paramilitaries a decade ago.Disbanding death squads was intended to be a key step in stopping the South American country's internal conflict that's cost nearly 250,000 lives over the last half-century. The conflict pits the government and the paramilitaries against leftist rebel group the Revolutionary Armed Forces of Colombia (FARC), with the latter two heavily implicated in the cocaine trade.Buenaventura is a notorious drug-trafficking hub. The right-wing gangs have divided the sprawling port city of 330,000 largely Afro-Colombian residents into three distinct territories with "invisible borders," the report says.For locals, just straying onto the wrong side of the block, in a rival gang's turf, can lead to a grisly death.Living from extortion, drug trafficking and kidnapping, the gangs forcibly recruit kids as young as 10 and have turned large parts of Buenaventura into police no-go zones, Human Rights Watch says.In the past, victims' corpses would often be dumped at sea. But now, to prevent body parts from washing ashore, they are typically buried in clandestine graves.One local who has suffered more than enough is Luz Marina Arbolea, a 74-year-old retired fish seller.In 2010, her son Wilmar, a dockworker, vanished without a trace as he celebrated his 30th birthday early one evening with friends.His body has never been found and no witnesses are willing to come forward, meaning she still does not know what happened to him, never mind why.As if that wasn't enough, his brother Milton, also a dockworker, was shot dead in Buenaventura in 1999, at age 29, in another unresolved crime. And Wilmar's twin Wilber, who ran a fruit stand in the capital Bogota, was murdered last year in that city in an unrelated killing."The pain has broken my soul," Arbolea told GlobalPost. "I learned about Wilmar from my granddaughter. She called to ask where her father was. He had been having a drink with friends and that was the last we heard from him.""Losing one son is more than any mother should have to bear. And then to not even know what's happened has been too much. It has ruined me, made me sick.""They were all hardworking, honest boys. They just wanted to get ahead in life."The government of President Juan Manuel Santos has attempted to retake control of the port since a previous Human Rights Watch report last March.Officials say the deployment of security forces in the city has had some progress bringing crime down and arresting criminals, the Wall Street Journal reported."Every case is moving forward," Luis Gonzalez, head of the attorney general's criminal and forensic branch, told the Journal. "We are here, and we are going to stay."Rights groups have noted some government efforts but say they haven't been enough."A year has passed since the government announced it was going to take action in Buenaventura, and powerful criminal groups are still terrorizing residents," said Jose Miguel Vivanco, Human Rights Watch's Americas director."Government measures have helped reduce violence, but the gangs' brutal control over many neighborhoods remains fundamentally unchanged," Vivanco said.According to Human Rights Watch's numbers:• 32 dismembered bodies have been found since 2013, at least 12 of whom appear to have been killed since its first report on Buenaventura.• 13,682 people were driven from their homes by threats and violence between April and September last year.• There were 96 reported homicides between April and December, down from 150 in the same period of 2013, but still astronomically high for a relatively small city.Vivanco warns that many disappearances may never have been reported because grieving relatives are intimidated into keeping mum.Meanwhile, a single prosecutor in the port city is responsible for investigating a backlog of 400 disappearances. Perhaps unsurprisingly, she has issued just five arrest warrants so far and obtained not a single conviction."The Santos administration is a long way from fulfilling its promise to change conditions in Buenaventura," Vivanco added. This was accelerated as he was not sent to hospital in time," she said.She said police and the public prosecutor should follow up the case for a criminal offence under the Penal Code.Sugumar, 39, was detained by police in a public area in Kajang, Selangor on January 23, 2013.He was found dead with curry powder smeared on his face, and hands still handcuffed behind his back.Eyewitnesses claimed that he was chased by a mob and policemen who stepped on the back of the neck until he stopped moving.  This is the third case this year of a coroner's court finding police responsible for deaths of detainees.On January 6, a coroner's court ruled that police were responsible for the death of lorry driver P. Chandran while in custody as they had failed to provide him with timely medical assistance.On January 28, another coroner’s court ruled that policemen and inmates were responsible for the death of an unemployed man, P. Karuna Nithi, while he was detained at the Tampin district police headquarters in Negri Sembilan two years ago.Rozi today said witnesses had testified that police had smeared curry powder and stepped on the deceased after his arrest."The deceased was double handcuffed behind his back and the assumption that a single handcuff is insufficient reveals the detention was brutal and unusual" she said.The police turned him around and also claimed to do a cardio pulmonary resuscitation while Sugumar's hands were handcuffed.She said even though Sugumar was mentally disturbed and had destroyed public property, he was not a threat to the lives of others
in the vicinity.The coroner said police should have sent Sugumar as soon as possible to the nearest hospital and the excuse there was no ambulance was unacceptable."The court finds that the police did not take the deceased in their police vehicle because there was no medical equipment and that the victim was of big size was proof of negligence," she said.Rozi said evidence also showed that the deceased condition was serious, especially when he was having breathing difficulty.Sugumar's mother, K. Manimegalai (pic), said action should be taken against the policemen who were responsible."My son died in a very humiliating manner in the hands of policemen who are suppose to protect lives, " said the 65-year-old who broke down when speaking to reporters.Lawyer Eric Paulsen, who appeared with Dr Dheeraj Bhar, said it was time for the police and the Attorney-General's Chambers to restructure the standard operating procedure to reduce death in custody cases."The three verdicts by coroners this year are enough for the police to investigate and the public prosecutor to file charges," he said.Paulsen lamented that disciplinary action was not taken against policemen in this case which received wide public attention."It appears to show that there was a culture of impunity even if there was wrong done," he added. – March 6, 2015. 

MAS installs ‘real time’ aircraft tracking system – Bernama

Transport Minister Datuk Seri Liow Tiong Lai said he had ordered MAS to install an aircraft tracking system as part of enhancing aircraft security. – The Malaysian Insider pic, March 6, 2015 National carrier Malaysia Airlines (MAS) has introduced a 15-minute aircraft data downloading system to keep track on its aircraft almost on real time basis.Transport Minister Datuk Seri Liow Tiong Lai said he had ordered MAS to install an aircraft tracking system as part of enhancing aircraft security, as Malaysia emerged a key proponent for a real-time tracking system following the disappearance of the MAS flight MH370 a year ago."(Data downloading) every 15 minutes, very close to real time. For the aircraft and aviation industry, 15 minutes signal downloading and data processing is of great importance," he said at a media briefing here today in conjunction with the first anniversary of the missing plane. Flight MH370, which carried 12 crew members and 227 passengers, went off the radar screens while en route from Kuala Lumpur to Beijing about one hour after departing from the KL International Airport on March 8 last year. It was scheduled to arrive in Beijing at 6.30am on the same day. Liow said Malaysia was currently working with Australia on an aircraft tracking system and welcomed Australia’s efforts to improve the system. Malaysia, he said, had proposed to the International Civil Aviation Organisation (ICAO) in its council meeting at Montreal, Canada last October to look into the installation of a real-time air-tracking system on all international commercial flights."ICAO took the proposal very seriously and had set up a special committee to analyse the proposal and will announce their decision by Aug 31."There are certain requirements and conditions attached to this real-time tracking system," he said. – Bernama, March 6, 2015.

Even that is now being used to attack him and PR."Parties like MCA should focus more on people who make direct seditious statements," he said, citing as examples the allegation by former deputy minister Datuk Dr Mashitah Ibrahim who said a Chinese man had burned the Quran in Kedah, which had since been proven to be false; and statements by Agriculture and Agro-based Industry Minister Datuk Seri Ismail Sabri Yaakob accusing the Chinese of oppressing the Malays and calling for on a boycott against Chinese traders who refuse to lower their prices."Barisan Nasional and its component parties like MCA and Gerakan have lost the general election, and without support from the people, they can only do such things to attack and weaken PR."Let the people decide (which parties to support) and do not resort to malicious means like this," said Lim, who is Penang chief minister, adding that the Penang government would provide Ng him with legal assistance if necessary.It was reported that in the article Ng had recounted his experiences during the Reformasi era in 1998, when Anwar was first ousted, sacked from the Cabinet and then imprisoned.He also reportedly called on the people to renew their calls for 'reformasi' until the next general election.Ng also commented that Anwar was a victim of the fighting between Prime Minister Datuk Seri Najib Razak and former prime minister Tun Dr Mahathir Mohamad.Exactly a week ago, Penang health exco Dr Afif Bahardin was also called up by Bukit Aman police for a sedition probe after he allegedly made remarks in relation to the Federal Court's decision to uphold Anwar's sodomy conviction on February 10.Prior to that, the police had hauled up other PR leaders and personalities over their criticism against the verdict under the Sedition Act.Among those picked up by the police for investigation were popular cartoonist Zunar or Zulkiflee SM Anwar Ulhaque, who was remanded for three days recently over a post on Twitter that mentioned the judiciary and political masters; and Parti Sosialis Malay (PSM) secretary-general S. Arutchelvan, who claimed there was a political conspiracy in Anwar's case.PKR central committee member Fariz Musa and activist Adam Ali Abdul Halim were also picked up over an Anwar rally outside Sogo in Kuala Lumpur last month.Taiping MP Nga Kor Ming of DAP and PKR secretary-general Rafizi Ramli were also wanted for investigations by the police for allegedly tweeting about Anwar's conviction. –  March 6, 2015

Muhyiddin insists no bailout for 1MDB, wants thorough audit from 2009 accounts

Deputy Prime Minister Tan Sri Muhyiddin Yassin today calls for a thorough audit of 1MDB's accounts. – The Malaysian Insider filepic, March 6, 2015.Efforts to handle 1Malaysia Development Bhd's (1MDB) debts must not involve a bail-out of the government-owned strategic investment firm using public funds, Deputy Prime Minister Tan Sri Muhyiddin Yassin said tonight.He also said the 1MDB board of directors must explain some of the company's transactions that has appeared not to be profitable in the long run to the firm or government, in a departure from the Cabinet's statement on Wednesday that cleared 1MDB of any wrongdoing in its business transactions."I am of the opinion that the Auditor-General must audit 1MDB's accounts in a transparent, independent and comprehensive manner since the company's inception, as the allegations of dereliction relates to transactions done since 2009 which were not included in the 2013 annual accounts audited by the Deloitte firm," Muhyiddin said in the statement when welcoming the prime minister's directive to the Auditor-General to verify 1MDB's accounts.He also said the Public Accounts Committee (PAC) can start their own probe into the strategic investment company which has raked up RM42 billion in debts since 2009."This included allegations of wrongdoings during the cooperation between 1MDB and PetroSaudi International as reported by whistleblower website Sarawak Report."I believe that only through a transparent, independent and comprehensive audit will the government-owned strategic investment fund be able to clear its name," he said.Najib on Wednesday ordered the Auditor-General to vet 1MDB's accounts after the Cabinet was briefed about the company's accounts and told that allegations against it were related to transactions by third parties such as PetroSaudi.In the same statement, Najib had said that after the briefing by 1MDB and its auditors Deloitte, the Cabinet had expressed confidence that no wrongdoing had been committed within 1MDB as well as its desire for the company to be allowed to implement the proposed outcomes of its strategic review.Muhyiddin today said that due to the complexity of the allegations made against 1MDB and that the issue involved the nation and government's interest, the Auditor-General should be provided with the necessary resources in order to prepare a complete and comprehensive audit report "in a short time"."A forensic audit should be done to determine no wrongdoing in 1MDB transactions. At the same time, the PAC can initiate its own investigations and not wait until the report is ready," he said.At the same time, Muhyiddin said 1MDB should take seriously all allegations made against the company and if needed, take legal action against those who made unsubstantiated allegations."The 1MDB board of directors should also take responsibility and be prepared to face legal action if results of the investigation showed negligence or discrepancy." he said.Recently, Sarawak Report has embarked on a series of exposés regarding 1MDB, saying it had obtained "thousands of documents" on 1MDB's operations, as well as the roles of certain individuals who are known associates of Najib.This includes businessman Low Taek Jho or Jho Low who is listed as one of 1MDB's advisers.The exposés have prompted opposition politicians, former Umno leaders and anti-graft bodies to demand a thorough investigation into 1MDB, and piled pressure on Najib, who is also the finance minister and chairs the 1MDB advisory board. – March 6, 2015.

But it also raised safety worries in a city with a reputation as a relatively low-risk diplomatic posting, despite regular threats of war from Pyongyang.While an extreme example, the attack is the latest act of political violence in a deeply divided country where some protesters portray their causes as matters of life and death.Lippert, 42, was recovering well but complaining of pain in the wound on his left wrist and a finger where doctors repaired nerve damage, Severance Hospital official Yoon Do-Heum said in a televised briefing. Doctors will remove the 80 stiches on Lippert's face on Monday or Tuesday and expect him to be out of the hospital by Tuesday or Wednesday. Hospital officials say he may experience sensory problems in his left hand for several months.Police, meanwhile, searched the offices of the suspect, Kim Ki-jong, 55, for documents and computer files as they investigated how the attack was planned and whether others were involved. Police plan to soon request a warrant for Kim's formal arrest, and potential charges include attempted murder, assaulting a foreign envoy, obstruction and violating a controversial South Korean law that bars praise or assistance of North Korea, Jongno district police chief Yun Myung-sung told reporters.Police are also looking into Kim's past travels to North Korea — seven times between 1999 and 2007 — during a previous era of inter-Korean cooperation, when Seoul was ruled by a liberal government.Kim, who has a long history of anti-U.S. and violent protests, said he acted alone in the attack on Lippert. He told police it was meant as a protest of annual U.S.-South Korean military drills that started Monday — exercises that the North has long maintained are preparations for an invasion. Kim said the drills, which Seoul and Washington say are purely defensive, ruined efforts for reconciliation between the Koreas, according to police officials.Security for Lippert was another focus.U.S. ambassadors have security details, but their size largely depends on the threat level of the post. It's not clear how many guards Lippert had at the downtown venue where he was attacked, but since Seoul is seen as fairly safe, the number of guards would have been fewer than for the American ambassadors in most of the Mideast.The U.S. Embassy, citing security reasons, only informed South Korean police what Lippert was doing a little before Thursday's event, and the U.S. Embassy provided its own security detail for the ambassador, according to a Seoul police officer who spoke on condition of anonymity, citing office rules. The U.S. Embassy in Seoul didn't immediately respond to emailed questions about security for the ambassador.By law, South Korea provides police protection to a U.S. ambassador only when the American Embassy requests it, according to South Korean police. The U.S. Embassy didn't request security for Lippert, but 29 officers were deployed as a precaution, although all but four were on standby outside the building, the officer said.Even before the attack on Lippert, Kim had been well-known among police and activists as one of a hard-core group of protesters willing to use violence to highlight their causes. He received a three-year suspended sentence in 2010 for throwing a piece of concrete at the Japanese ambassador to Seoul while protesting Japan's claim to small disputed islands that are occupied by South Korea.More recently, Kim had been under investigation by Seoul prosecutors after allegedly assaulting at least one public employee at an outdoor pop concert in January.Officials at Seoul's Jongno police station said they were aware of Kim's violent history, but did not consider the possibility that he would show up at the breakfast meeting, despite his ties to the group that hosted it.When Kim Ki-jong entered the hall where the attack happened, a police officer asked one of the event organizers whether Kim should be allowed to enter, Yun, the Jongno district police chief, said. The organizing official answered that Kim could enter because he was associated with an organization that had been invited to the meeting.A security expert called the police inept."There is no excuse for allowing a blacklisted person to enter the venue for an event like this," said Yu Hyung-chang, a professor at the Kyungnam University in Changwon who served in South Korea's presidential secret service for 20 years until 2000. "If you are going to let him enter, then the very basic thing to do is to have an officer stay close to him at all times."Yu says the police, knowing what they did about Kim, should have told the Embassy about the dangers and provided better security, especially since there had been a recent surge in anti-U.S. demonstrations.While most South Koreans look at the U.S. presence favorably, America infuriates some leftists because of its role in Korea's turbulent modern history.Washington, which backed the South during the 1950-53 Korean War against the communist North, still stations 28,500 troops here, and anti-U.S. activists see the annual military drills with Seoul as a major obstacle to their goal of a unified Korea."South and North Korea should be reunified," Kim shouted as he slashed Lippert with a 25-centimeter (10-inch) knife, police and witnesses said.Lippert became ambassador last October, and is a popular figure. He's regularly seen walking his Basset Hound, Grigsby, near his residence, not far from where the attack happened.           เกลือป่นละเอียด 1/8 ช้อนชา

          มายองเนส 1 ช้อนโต๊ะ

          โยเกิร์ตรสธรรมชาติ 2 ช้อนโต๊ะ

วิธีทำ

          ผสมมายองเนส โยเกิร์ต น้ำมะนาว เกลือป่น และพริกขี้หนู ให้เข้ากัน

          เทน้ำเกลือในปลาทูน่าออก คนเบา ๆ ให้เนื้อปลา แตกกระจายในน้ำสลัด นำต้นทานตะวันอ่อน หอมแดง ตะไคร้ มะเขือเทศ ผักกาดคอส คลุกให้ทั่ว จัดใส่จาน โรยต้นหอม และใบสะระแหน่ เสิร์ฟคู่กับน้ำสลัดที่ผสมไว้

The Delta plane was being taken to a hangar.All 127 passengers and five crew members aboard the Delta flight 1086 from Atlanta got out safely Thursday by scrambling over the wing when the emergency chute did not open. Six people received minor injuries.One passenger, Isamel Lateef, 29, of Greensboro, N.C., was convinced that the plane would end up in the bay, the Daily News reports."I saw us quickly approaching the water," he said. "I'm thinking, 'Get ready to swim.' It was survival mode. (The plane) wobbled a lot, a lot.
